[c-nsp] Cisco 3550 with WS-G5483 Link Always Up?

All:

When I place a WS-G5483 1000BaseT gbic into a Cisco 3550 running
12.1(22)EA4, the link is up/up even though there is no Ethernet cable
installed. Is this normal behavior? Is there some knob that I am missing?
