I'm not sure what you're asking.

1) why IP instead AS
  - purely non-technical reasons. With IP you can do loop0:SAME

2) why multiple RD's
  - so that RR best path algorithm doesn't kill your redundant or
    load-balancing route. So that PE can install two or more routes.
