[c-nsp] 10/100/1000 speeds in GE SFP ports

GLC-T works only in 1000 speed when in 67xx-SFP cards (hardware limitation?).
We use 6748-GE-TX for 10/100/1000BaseT in our 6500s/7600s, so we have the same issue as you.
Does anyone know what happens with the ES/SPA cards?
