[c-nsp] 3825 sending DSCP in one direction, but not the other.

The IPTubes are marking DSCP 2 on egress.  In the IPTube1 -> IPTube2  
direction, the 3825 is seeing DSCP 2 as expected, so the 2970 that  
sits between IPTube1 and the 3825 is not modifying the markings.

It's in the IPTube2 -> IPTube1 direction that is the problem.  The  
1811 appears to be sending DSCP 2 towards the 3825, but the 3825  
doesn't appear to be passing it on, however I can't tell if it's just  
not receiving it from the 1811 side or what.
