[c-nsp] Catalyst 3750 RxQ2 buffers failures

Hi All,

I have a variety of Catalyst 29xx/35xx/65xx/37xx switches and all my
3750 seem to be incrementing "RxQ2 buffers" failures in interface
buffers pools. If I am to understand correctly public buffer pools
will be used as a fallback so there is no performance hit and I do not
need to concern myself with this counter incrementing .... but just
wondering since this seems to happen on the 3 x 3750 we have and
nothing else if anyone has any ideas why  ?

Eg
Switch#sh buf | b RxQ2
RxQ2 buffers, 2040 bytes (total 128, permanent 128):
     1 in free list (0 min, 128 max allowed)
     17212436 hits, 134472 fallbacks, 0 trims, 0 created
     134472 failures (0 no memory)
