Quite possibly you need to configure "mtu 1508" and then "ip mtu 1500"
to get the desired behaviour - "standard" IOS wants a maximum interface
MTU, and all protocols (ip, mpls, ...) can go up to that maximum, but not
further.
Being able to set "mpls mtu" to a value larger than the generic interface
MTU was a workaround for some issues on single-port 7200 FEs, if I remember
correctly, and should not be needed for 2800s anyway.
