Definitely the latter.  Unfortunately, OIR stability is a hardware problem 
and cannot really be avoided on the c65k/c76k chassis, regardless of the 
line card in question.

Personally, I've never had any problems, but as a matter of policy I don't 
do line card changes outside maintenance windows (except in specifically 
defined cases of emergency).  It's embarrassing to have to tell people that 
their downtime was due to avoidable operator error.
