[c-nsp] NAT-ON-A-STICK for VRF Traffic

It's probably easier to use the NAT Virtual Interface ("ip nat enable"
instead of "ip nat inside|outside") in a VRF environment. You also don't
need NAT-on-a-stick with NVI.
