[c-nsp] xconnect on VLAN interface ES card

Without the right hardware you can expect to see all kinds of problem's 
like control plane being learnt correctly but VC still being down or VC 
manages to come up but traffic does not pass.

Which is why it is important to use the correct/supported LC for the 
feature.
