[c-nsp] xconnect on VLAN interface ES card

I think perhaps this IOS version would not be a problem since his ES
card booted up fine as support for it was added in SRB.

I feel this is due to incorrect LC being used.
If you try to use the right LC with your IOS does it work fine ?
Also make sure using Feature Navigator that the feature is supported in
your IOS.
