[c-nsp] "CEF-Drop: Stalled adjacency for 0.0.0.0" ?

Hi,

I have now several times seen log messages like these:

CEF-Drop: Stalled adjacency for 0.0.0.0 on <interface> for destination <IP address>
CEF-Drop: Packet for <IP address> -- encapsulation

I can figure out that it's related to the box not being able to resolve
an adjacency, e.g. incomplete ARP for Ethernet, but what does the
"0.0.0.0" mean? And would this always be incomplete ARP when dealing
with Ethernet?
