If you can combine time based acls into your class maps to match different
protocols into different classes according to time ....then yes quite
easily.

If thats not flexible enough...you'd have to look at a combination of
EEM/TCL/CRON to reconfigure your class-maps / policy-maps at certain times

can i do certain QoS configuration based on a specific time ?
for example i want to prioritize http traffic from x to y , and voip traffic
