I second that, You're right, Basha.
I've forgot to mention it in my previous answer.
Setting interleave in the DSLAM will do automatically what I proposed before, lowering the speed of the link in order to improve line quality.

Video traffic is very susceptible to bit errors due to inpulse noise.
Try enabling interleaving on the DSLAM, which should fix the problem.
