Attaching this as an outbound policy-map at the remote site will only
affect traffic outbound from that site. You'll need to either use an
outbound policy at your central site where the server is, or use an
inbound policy at the remote site. (I have no idea whether input
policy-maps are supported on serial interfaces on your platform)

If using an outbound policy-map at the central site, use a shape
statement - it's friendlier on TCP flows.

What model of router are you using and with which IOS version?
