[c-nsp] Per packet load balancing with low latency

Will,

We have 3xT1 set up with MLPPP with mixed voice and data going over the MLPPP link.

We had some issues with uneven traffic distribution between 2 T1s on a vwic2fmt-t1 and a wic1DSUT1v2 for the 3rd causing jitter . Even though Cisco said that having different types of controllers shouldn't matter, when we replaced the wic with the vwic our jitter problems went away.

With that said I would recommend matching the controllers for each of the links.
