[c-nsp] Revisiting ethernet bandwidth management

Any specific ASIC-based switch in mind?

What I've found (so far) with QoS is that it's generally ingress-only or
prioritization/congestion-management rather than bandwidth control.  I'm
quite willing to be corrected, though. :)
