It should 'fall over' even if the traffic will rise, and there won't
be enough PFC Mpps to do the work - simply switch fabric channels
will fill up with traffic going to the PFC. Adding DFCs will increase
the performance in terms of pps in that situation - people do this all
the time when their configs top the performance envelope of the current
setup.
