JFFNMS, OpenNMS, Cacti, Nagios, Cricket and Weathermap are all are 
useful bits of network management software.

I develop ObserverNMS (http://www.observernms.org) which I use here at 
Jersey Telecom. I also use RANCID, NFSEN and Smokeping.
