One correction to set the record straight, current Cisco configurations 
have the 'no ip directed-broadcast' on by default.  

Therefore, what I was seeing, based upon Lee's reference, was an acceptable
response:
the router responded with a echo reply as it saw a packet destined to one of
its
network addresses, and due to the default setting of 'no ip
directed-broadcast', it 
did not forward the packet.
