Those people are just trying to justify why they failed and blame external
issues instead of "incompetence".  You will not run into a bug during the
exam.  If  you think you have you can call over the proctor,  he will let
you know if it is a bug or not but 99.9% of the time it won't be.

Don't get hung up on the stories of people failing and the reasons why.  The
reason always boils down to not enough studying.
