Don't see how this can be done at the moment. You can investigate
Inter-AS MPLS-TE (and moving to PCE in the future), but this generally
requires an Inter-AS setup, rather than CSC. 

General note: TE-FRR is generally not required for Voice, fast
convergence (sub-second) is generally sufficient.. 

Your challenge could be L3VPN convergence (CSC is using regular L3VPN
mechanisms within the carrier's AS), so your convergence will depend on
what the customer is providing. A L2VPN setup (where you could run
BFD-triggered FRR over the L2VPN circuit) might be better if you strive
for reliable sub-500msec convergence or so..
