[c-nsp] Horrible MPPP Performance SOLVED

Hello Everyone:

Sorry for the post-to-my-own-post.  Jeremy Gaddis <jeremy at evilrouters.net>
was kind enough not to out me on the list, but what the hey.

I only had one 64k channel enabled on each T-1.
