[c-nsp] 12.2(33)SXI vpnv6

I'm running 12.2(33)SXI on some boxes in a PE-PE setup. I'm trying to enable
vpnv6. BGP side of things is working:

rtr-1#sh ipv6 route vrf v101

But cef/labels aren't being programmed:

vpnv4 is working fine, IPv6 in the global table is working, but not vpnv6.
