[c-nsp] ICMP Ouptut

I've never seen this and I'd love to know what it is.  This is trying to
ping a CARP interface on set of PF boxes.

Cisco GSR 12.0(32)S8

seconds:

Success rate is 0 percent (0/5)

However, it shows up in the neighbor statement.
