[c-nsp] Will UDLD work with converters ?

As far as I remember, Cisco will never do UDLD on TX ports.

We'd stay away from converters, and better get 3rd-party ZX optics 
instead.  Converters are always trouble (autosensing yes/no?  will it
properly signal 'link down' when there is a problem with the other
side? etc.).
