[c-nsp] L2TP LNS issue

Chris,

Thanks for your suggestion but I originally had ppp mtu adaptive on.

The PPP negotiation does not even seem to get to the MRU negotiation
phase at all.  

The cisco seems to send an AuthAck but then a TermAck straight after it.
