[c-nsp] Monitoring software-switching utilization ("IP Input") on modular/ION

We were considering pushing out monitoring templates watching for broken
devices doing slow-path switching seeing high (>10%?) utilization of the
IP Input process. In ION, presumably this lumped in with lots of other
stuff in "ios-base". Is there a good way to get at this data, or am I
not understanding modular properly?
Similarly, is anyone aware of a consistent identifier that would
indicate that a platform is hardware-accelerated (ie. L3 swouter or
perhaps PXF)? To keep monitoring configuration simple, I'd like to apply
the same checks across the board, which would allow us to flag devices
where heavy interrupt switching is actually a Bad Thing.
