[c-nsp] 1811 DOT11-3-POWERS_INVALID

I have a number (over a dozen) Cisco 1811s that have given up their
wireless adapters with the error:

*Oct 19 13:13:55: %DOT11-3-POWERS_INVALID: Interface Dot11Radio0, no
valid power levels available

Sometimes this occurs after an IOS upgrade, and rolling back to the
previous version will correct it. Cisco has claimed that each time it
is a hardware failure, and happily RMAs the unit, but the problem will
reoccur. This has been in the neighborhood of a 50% failure rate for
us. Standalone APs and 871Ws seem to work just fine, with only the
1811Ws being problematic. The config can be barebones simple, I have
tried hard coding antenna gains and power levels etc, but the
interface still stays in a "reset" state. It seems that somehow the
card or the router loses its country code, as I am able to configure
channels well above 2.4ghz ISM (FCC):
