It's interesting that the SIP-600 doesn't do it.

The SIP-400 definitely does it with the v2 SPA - we tested this in the  
lab under 12.2(33)SRC2 and 12.2(33)SRD.

The configuration requires nothing special - encaps dot1q X second- 
dot1q Y.

I'd be interested to see what docs say that this doesn't work :-)
