I was curious to know if there are different ways to go about purchasing
dark fiber. If you have Site A and Site B only a few miles apart and

happy to provide the light, how do you get the fiber? Not expecting to
obtain right-of-way/permits/ditch digger. Do you lease (meaning paying a
MRC) or 
is it 'purchased' (meaning a NRC)?

You could do a couple of things:

1) If there aren't any providers between buildings you could look for
existing conduit or pole rights if you have above-ground electrical
service.
2) If there are dark fiber providers:
   - You could get a standard NRC/MRC deal (as someone said already)
   - You could get a long-term IRU (Indefensible Right of Use) where you
pay a lot up front but very little MRC and you have sole use of the
fibers for a period of years.
