Increasingly, for many purposes, yes.  Note that you can specify a VRF  
as the destination for NDE NetFlow telemetry, for example.

Also, Cisco's Nexus 7000-series IDC switches allow the control and  
management planes of the switch to be separated into four Virtual  
Device Contexts, or VDCs.  For the first time, a piece of general- 
purpose hardware can safely be used to carry both production and OOB  
management/Data Communications Network (DCN) management-type traffic  
across the same physical hardware.
