[c-nsp] boot variable issue

Not sure if I understood your question, but it seems the only thing you need
to do is:
conf t
  boot system flash bootflash:cat4000-i5s-mz.122-25.EWA11.bin
  end
wr

sh bootvar

You need to include the "bootflash:" part...
