[c-nsp] VPLS with L3VPN access

Phsem,

7200 supports only the control plane part of VPLS (for example doing BGP RR for VPLS auto discovery) but no data plane for VPLS.

Hi,

According to the feature navigator bgp signalled vpls is on 7200 since
12.2(33)SRC (I haven't tested it yet).
