reality is that many hosts and applications require and expect layer 2 connectivity for things other than IP unicast when they think they are in the same IP subnet another host.

your suggested approach would cause those applications to fail.
whether the apps are doing the right or wrong this is somewhat academic.  "they work today" is the mantra i hear.

i can show you any number of RFC-breaking apps. :)
