[c-nsp] elam trigger for src mac address

ELAM is intended only for internal(Cisco) use, to be used under the 
supervision of TAC. I would recommend you to open a TAC case and work 
with TAC on the issue you are seeing. They should be able to help you 
with the trigger needed etc.
