Ok,

It got weirder. After forcing a switchover to the standby RP and then
back to the first one - BFD comes up!

After reload - it also comes up straight-away as well. If I remove it
and then re-apply it - it also comes up. I'm not sure what to think
about this - must have been a one off caused by misconfiguration
somewhere else.
