Out-of-band management is how you would access the device if for whatever reasons the device was inaccessible via normal means (circuit down, failed to boot etc.)
For our network we have two solutions (we are a service provider also).
For devices that there will always be a redundant connection to due to redundant routers in the DC we use a 2811 with an NM32A/S in it for using to access the device like you were there with a console cable (also using remote power management so that we can reboot the device if needed).
For places that do not have that kind of need/size we have either a secondary CE connected via the AUX port to one another or in some cases we have just the one CE and then a 3G HWIC in it (most of our CPE's nowadays are 2811's) but the problem with this is that it doesn't provide for access if the device has crashed/will not boot, only when the main circuit is down.
