If you're using mode conditioning cables at each end, I'll upgrade your
chances of success with this link to: "Pray to Cthulu. Hard".
You need to get a power meter and measure the Rx strength each end of the
link, in both directions. If you want to find out exactly where the
problem is, measure it at each patch point along the way. You can rent or
buy these things pretty cheaply. You can then check the received power
against your SFP/GBIC spec and see if it's within budget.
