[c-nsp] 3750 and L3 service policies

*It is possible to see some statistics using the following commands
	clear mls qos interface statistics
	show mls qos interface <int> statistics
but the output doesn't confirming marking occurring rather just details
the (DSCP) markings on traffic entering and leaving interfaces.
