[c-nsp] Speed problem and router seems to sluggish

Hi Drew, thanks for the inputs. There is no rate-limit at all in our
configuration. I do take consideration of the 6500 platform limitations but
150Mbps is "too limited" in this case whereas the old network which is only
using a sup2 engine can do 1.2 Gbps++ hehehe

And right now we are trying to get a CFC card to replace the DFC3B that we
have on that 10GE blade and see if that would help or not.
Using the DFC3B limits our tcam to 239k ipv4 route only. Without the DFC3B i
think the system goes up to 512k at least. But the question has been
pondering to me now is that whether that this tcam affects the performance
of the system.
