[c-nsp] Apply service policy via Radius?

Just an update to this - Tested this again with simple police test:

policy-map TEST
class class-default
    police 2000000

and radius:

ip:sub-policy-Out=TEST

reset session, and it connects without issue, and also applies service
policy:

Virtual-Access83

  Service-policy output: TEST

    Class-map: class-default (match-any)
      85 packets, 17775 bytes
      5 minute offered rate 5000 bps, drop rate 0 bps
      Match: any      police:
          cir 2000000 bps, bc 62500 bytes
        conformed 81 packets, 17711 bytes; actions:
          transmit        exceeded 0 packets, 0 bytes; actions:
          drop        conformed 5000 bps, exceed 0 bps


Perhaps the nas port type of eth is not supporting shaping?(Is there 
anyway to confirm this with debug?)
