[c-nsp] Static leases in VRF DHCP pools

Anybody know in which release it is possible for VRF pools to take advantage
of "ip dhcp excluded-address" (if possible at all?)

Also, can't set static leases since not compatible with network pool (and of
course can't create multiple pools for a single VRF!)
