[c-nsp] combing 7600 power supplies

As long as the power supply you are installing is exactly the same as the power supply that is in there currently, you should be able to insert it, power it up and configure combined mode (if it's not that by default already) without an issue.

If you try to install and power up a higher output supply, it will shut down the lower output supply and your box will reboot as power is shifted from the lower output supply to the higher output supply.
