[c-nsp] OSPF Adjacencies

Hi Shake,

1. Check if you can ping the other router over the link. If no, check ip
configuration, etc.
2. Check ospdf network type. Ospf network type must match at both ends, for
eg, "ip ospf network point-to-point".
