[c-nsp] Strange 6509 ipv6 static routing behavior

I tried adding 'ipv6 unicast-routing', but there is no change in behavior. :(
 Should I also try 'ip routing'?  Funny because ipv4 routes are working fine.

Running latest SXF, by the way.
