You need an IGP configured with very tight timers to detect the link 
failures.  Or BFD.

Why not tune OSPF down to hello:1 and dead:3 on this link? Or if you're 
planning to use iBGP with flap dampening, set the timers to be roughly the 
same?  Some OSPF implementations support sub-second hello times, but may 
not do so reliably.
