Just to follow up on this - sure enough, having DSCP rewrite disabled 
was the problem. Having enabled it everywhere (rather, re-enabled it, 
since it's the default) MPLS EXP is set correctly and we've now 
eliminated our problems with voice on the slow MPLS links.
