You can.

It won't, actually, as the routers will not pick a link-local address
to reply to traceroute, but another "suitable" address on the host.
OTOH, forcing "ipv6 unnumbered lo0" will just work - or you could use
/124s or just /64.

I have serious doubts that your network has 4 billion p2p links.
Please do the math: at least in RIPE land, every LIR is entitled to use
one /48 per POP. One /48 has 65000 /64s in it - there's just no way to
"burn all of your routable space" with p2p /64s.
