[c-nsp] Limiting Interface Traffic

At FCS egress rate-limiting is not available. As i got the information
from
Cisco, Shaping is at the other hand available both on in- and egress (at
least on the 38xx plattform). Maybe thats also the case for the 36xx

For the 3600X/3800X, egress policing is not available at 
FCS. But it will be supported in updated releases of the 
code (it's supported by the hardware, so no worries there).

Ingress policing is supported at FCS. If you like, you can 
use egress shaping to control bandwidth on egress, but YMMV.
