It would be easier to give meaningful advice if you stated your goal
right away, instead of asking peacemeal questions - starting with BFD
on XR and ending on a 4500...

If you have routers on both ends, you could a routing protocol instead
of BFD+statics - this is usually the better choice if both is your gear
(BFD+static is good for "I don't trust this guy").
